Bitcoin Governance Crisis Deepens as Saylor and Lopp Reject BIP-110

A controversial proposal to restrict non-monetary data on the Bitcoin blockchain faces fierce opposition from Michael Saylor and developers, sparking a debate over the network’s fundamental neutrality.

The Bitcoin protocol is currently embroiled in its most significant governance dispute since the 2017 Blocksize Wars. At the center of the conflict is BIP-110, a proposed “Reduced Data Temporary Soft Fork” designed to purge non-monetary data, such as Ordinals-style inscriptions and Runes, from the blockchain. While proponents argue the measure is necessary to preserve Bitcoin’s primary function as a peer-to-peer cash system, critics view the move as a dangerous step toward centralized content filtering and a violation of the network’s core principles.

Michael Saylor, Executive Chairman of MicroStrategy and a leading voice for institutional Bitcoin adoption, escalated his opposition this week with a rigorous 3,700-word critique titled “110 reasons BIP-110 is a bad idea.” Saylor argues that using consensus rules to narrow valid activity sets a precedent that cannot be easily reversed, potentially compromising Bitcoin’s status as a neutral, permissionless asset. He warned that the proposed cure is more dangerous than the condition, suggesting that BIP-110 would constrain future options and complicate the deployment of the very technology it seeks to protect by establishing a mechanism for content-based filtering at the consensus layer.

Technical experts have joined the fray, with veteran developer Jameson Lopp warning that the activation parameters for BIP-110 are “reckless” and technically flawed. The proposal suggests a radical departure from historical norms by lowering the traditional 95% miner approval threshold to a mere 55% for activation. Lopp and others warn this could trigger a permanent chain split, creating two competing versions of the Bitcoin ledger. Furthermore, concerns have been raised regarding a potential “BlockSlop” consensus vulnerability, where nodes enforcing the new rules might fail to re-validate historical blocks, leading to a catastrophic divergence in the network’s history.

From an engineering perspective, BIP-110 would impose strict technical limits: capping most new transaction outputs at 34 bytes, reinstating the 83-byte OP_RETURN limit, and restricting specific Taproot features. While these changes aim to reduce “blockchain bloat,” they would directly dismantle the infrastructure supporting emerging Layer-2 anchoring schemes and decentralized identity protocols. This shift could inadvertently push innovation away from the secure base layer and into less secure sidechains, fundamentally altering the long-term security budget narratives that miners rely on for sustainability.

Institutional support for the upgrade remains virtually non-existent. Foundry, one of the world’s largest mining pools, recently informed its participants that it will signal “No” on the proposal unless a 51% majority of its hashrate explicitly votes in favor. Currently, miner signaling for BIP-110 sits at zero percent, despite the code reaching “Complete” status on GitHub as of June 25, 2026. This lack of consensus highlights a growing divide between a small group of protocol purists and the broader ecosystem of miners and institutional holders who prioritize stability and predictability over aesthetic blockchain management.

Adding to the uncertainty is a shifting regulatory landscape in Washington that intersects with these technical debates. U.S. agencies missed a critical July 19, 2026, deadline for rulemaking under the GENIUS Act, which was expected to provide clarity on stablecoin structures and Bitcoin custody. This regulatory vacuum, combined with the internal protocol strife, creates a complex environment for American digital sovereignty. As the early August signaling window and the prospect of a User-Activated Soft Fork (UASF) approach, the Bitcoin community must decide whether to prioritize a lean, restricted ledger or maintain the rigid, permissionless immutability that has defined its value proposition for nearly two decades.
